When can a free buy a slave?
A slave of Tharna can be sold to a Free Person , pending an HC review. If for any reason the slave is released, they are to be returned to Tharna as a City slave.

Rules for Slaves
(1) How Many Slaves?
a) 15 total, 5 of each silk (reviewed when needed by HC).
b) Any HC Member can kolar city slaves.

(2) Do Personal Slaves get vops?
Personal slaves of Citizens of Tharna only.
(3) Should City slaves get vops, and when?
City Slaves once they get their yellow silks get vops as well.
(4) Training for Slaves
Refer to the training document for slaves, or speak personally with the Master/Mistress of the Pens

Who gets AOPs and who gets Sops?
(1) Should only HC get sops?
AOP for one month, then after the 1 month they are given SOPS
(2) Should Citizens get AOPs? Or should they be VOPS first and then move to AOPS?
Once a Citizen proves that they are not going to kick all the time for trivial things, after 1 week VOP, then given AOP
(3) Visiting Free - receive voice in channel?
No because it does not separate visitors from the citizens of Tharna.

(1) How are duties divided?
First Sword is in charge of The Captain of the Guards and Tarnsmen.
Captain of the Guard All Guards and Infantrymen.
Second Sword All other Warriors.

Royal Scribe Record keepers, scholars, historians, clerks, lawyers, geographers, cartographers, accountants.

Master/Mistress of the Pens - Slave Training, Chores and Testing of slaves for their silk colours.

(3) How often does the High Council meet and when?
The High Council of Tharna meets once a week, or if an emergency meeting is called then the Council will meet another or more times in that week.

(4) What does the High Council vote on, are they need a unanimous or majority?
High Council votes on all issues concerning the running of the City. Wether it concerns the Free, slaves or general need for changes. High Council voting is unanimous on new Citizens and HC Members and majority on all other issues.
If there is a 50/50 vote on an issue it will be carried forward to the next meeting after members have had more time to think on the issue and then re-voting.

(5) Can each member of the HC de-collar and collar a girl?
Before decollaring a City slave, HC must vote.

(6) Can every member of the HC swear in a Citizen?
No, only the Sarmemacha and Tatrix can swear in a Citizen
